In Michigan, the Secretary of State requires a Certificate of Financial Responsibility (the state’s version of an SR‑22) when a driver’s license is suspended because of an uninsured‑at‑fault judgment. If the judgment remains unpaid, the driver’s license stays suspended until the judgment is paid in full. To obtain a financial‑responsibility restricted driver’s license, the driver must file a partial‑payment agreement and provide proof of financial‑responsibility insurance to the Michigan Department of State Driver Record Activity Unit.

The filing is handled through an insurance agent; the insurer submits the required certificates of insurance directly to the State’s Driver Record Activity Unit. The State does not accept a mere application for insurance—actual certificates must be filed. Processing can take two to four weeks. Once the partial‑payment agreement and proof of insurance are received, the driver may be issued a restricted license, pending any additional reinstatement fees or conditions required by the State.
